
Flood Preparedness
Program
The Del Valle Community Coalition (DVCC) in partnership with City of Austin, Watershed Protection Department, and Housing & Planning Department is launching a pilot program to provide financial assistance for homeowners in Austin’s District 2 to obtain or maintain flood insurance for one year. This program aims to support residents in high-risk flood areas by reducing financial barriers to coverage.
Eligibility:
✔ Must be a current homeowner
✔ Must be used to obtain/renew/maintain flood insurance
✔ Must Reside in Austin’s 50/100 year floodplain areas (See WSD provided interactive map for clarification).
✔ Must fall below 140% MFI
✔ Homeowners must provide evidence of income, residency, and homeownership
Financial assistance:
✔ Eligible residents will receive financial aid to help cover flood insurance premiums.
✔ The amount of assistance is based on income and available program funding.

Program Requirements:
Individuals who receive assistance from this program must agree to keep coverage for a minimum of 1 year (or until renewal date) and not cancel their coverage early.
Any early cancellation must be reported to the program manager and the applicant may be required to reimburse the organization and COA for early cancellation.
Application Process:
Homeowners can apply in two ways, depending on how they hear about the program:

1. In-Person (Block Walking & Community Outreach):
✔ DVCC representatives will conduct block walks in eligible neighborhoods.
✔ Residents can fill out applications on the spot with DVCC team members.
✔ Applicants should provide supporting documents (proof of homeownership, income verification, and residency) for immediate eligibility confirmation.
✔ If documents are incomplete, applicants will receive follow-up instructions on how to submit missing materials.

2. Online Application:
✔ Homeowners can apply online via the flood preparedness pilot program form.
✔ Required documents (proof of homeownership, income, and residency) must be uploaded through the online portal.
✔ Applications will be reviewed, and applicants will receive confirmation of their approval status via email or phone.

Application Review: DVCC will evaluate online applications eligibility and determine financial assistance amounts based on income and need. Please allow for 2-3 days for application to be processed & reviewed properly.

Approval & Payment: Once approved, funds will be allocated directly toward flood insurance payments.
